Dr. Bridges’ career has spanned over 28 years after serving with U.S. Marine Corps and retiring from a wide variety of assignments and positions, but none more notable than being appointed as a Federal On-Scene Coordinator (FOSC).
Upon entering federal service, Dr. Bridges led and progressed through numerous operational and leadership positions from the county, regional (area), and headquarter appointments that included large-scale responses, severe acute respiratory syndrome (SARS), and historic hurricanes between 2001 and 2007. These positions entailed responding to hundreds of natural disasters, CBRNE tactics, and over 73 federal disaster statements involving complex risk decisions and recommendations within the United States Postal Service and the United States Postal Inspection Service.
As a former professor and practitioner of Quality Management System (QMS), and a past member of the Chairman’s Advisory Group (CAG) for U. S. Technical Advisory Group for the International Organization for Standardization (ISO), he remains a champion for Standards and conformity assessments methodologies. He remains an active member supporting the Association for Federal Enterprise Risk Management, American National Standard Institute (ANSI), and American Society for Testing and Materials (ASTM) Standards for Risk Management that administers and coordinates U. S. voluntary standards and conformity assessment systems. Dr. Bridges has been designated the United States lead to produce a new national Standard for ASTM titled: New Guide for Enterprise Risk Management and Resilience Integration.
Dr. Bridges assisted the OFO’s Strategic Transformation Office and Operations Support in developing and deploying Enterprise Risk Management (ERM) methodologies for Customs and Border Protection. Since November 2022, Dr. Bridges has transitioned to ATF to oversee and lead risk and enterprise risk management (ERM) for the agency.
Bridges maintain credentials in numerous fields, including environmental, health and safety, homeland security, and emergency management, and is certified as a Lean and Six Sigma Master Black Belt (CLSSMBB). A Lean & Six Sigma Master Black Belt (mastery of cross-functional projects and robust change management skills to lead others) transforming inputs into measurable output. He is considered a highly qualified expert at connecting the dots between policy, strategic planning, operational requirements, acquisition, risk, and performance improvement across an entire continuum advocating capability-based advancement.
Dr. Bridges holds a BS degree in Occupation Safety & Health Engineering, an MS in Quality Systems Management, a Doctor of Business Administration (DBA), and awarded a Doctor of Science (ScD), as well as graduating from the U.S. Marine Corps Amphibious Warfare School, U.S. Marine Corps Command and Staff College (non-resident) programs. Corporate Leadership Program at Yale University and Senior Executive Fellows (SEF) Program at the John F. Kennedy School of Government at Harvard University.
